Born on 12 September 1983, he is a six-time athletics champion of Latvia.

Silinsh has been coaching since 2013. As a coach he worked for Dinamo (Riga), junior national team of Latvia, Torpedo (Nizhny Novgorod), Lokomotiv (Yaroslavl).
